On June 24th, 2012 at about 5:30 am, officers found a damaged window at Rakie’s Oil located at 302 North Summit Street, Arkansas City. Upon further investigation, officers learned that the business had been burglarized. The suspects had entered the business through the broken window and removed items from the business.
While officers were still investigating this crime, a call was received at the police department that a citizen had returned to his home in the 400 block East Fifth Avenue and found a person in his home who did not have permission to be there. Officers were dispatched to the home and contacted an Arkansas City juvenile. The juvenile was taken into custody. While investigating this call, officers found evidence linking this location to the Rakie’s Oil burglary.
During an interview with the suspect from East Fifth Avenue, other suspects were developed in the Rakie’s Oil burglary. The other suspects were located and brought to the police department for interviews. As a result of these interviews, the Rakie’s Oil burglary was cleared and two additional cases surfaced, a theft from Wal-Mart and one of the adults involved in this incident provided muscle relaxers to juveniles.

Juvenile – Burglary, 2 counts of theft, Criminal Damage to Property, Criminal Trespass
- Transported to Cowley County Juvenile Intake then the Hutchinson Juvenile Detention Center
Jerhimih Dustin Lee Moore, age 18 of Arkansas City – Burglary, Criminal Damage to Property, Theft, Criminal Trespass
- Transported to the Cowley County Jail on $5,750 bond
Kurtis Logan Tate Whitford, age 18 of Arkansas City – Burglary, Theft, Criminal Damage to Property, Criminal Trespass
- Transported to the Cowley County Jail on $5,750 bond
Zachary William Lowrie, age 20 of Arkansas City – Possession of Stolen Property and Criminal Trespass
- Transported to the Cowley County Jail on $1,750 bond
Juvenile – Criminal Trespass
- Released to parent
Keith Richard Samalin, age 18 of Arkansas City – Aggravated Endangering a Child, Criminal Trespass and other unrelated charges
- Transported to the Cowley County Jail on $5,750
